(A) Meters. Water from the water system shall be furnished to customers only through meters. All meters shall be set only under the directions of the Superintendent of the Utilities Systems.

(B) Town to make and maintain water connections.
(1) The town shall make, inspect, and maintain all connections to its water lines. It shall be unlawful for any person, other than a duly authorized agent or employee of the town, to make a connection to any water line belonging to or controlled by the town.
(2) Installation of all water lines from any premises to the main water lines of the town shall be the responsibility of the premises owner. Maintenance of all service lines from the meter to the premises shall be the responsibility of the owner. The town shall maintain all meters and service lines from the meter to the main lines.
(3) Installation of all service lines and meters shall be conducted only by plumbers duly licensed by the state and the town.
