The Election Commissioner, County Clerk or Municipal Clerk-Treasurer shall, within 40 days after the primary election, prepare, sign and deliver a certificate of nomination to each person whom the County Canvassing Board has declared to have received sufficient votes to be nominated as a candidate for the general election.
