All registered voters residing within the corporate limits of the municipality on or before election day shall be entitled to vote at all municipal elections. For purposes of this section, REGISTERED VOTER shall mean an elector, as defined by Neb. RS 32-110, who has a current voter registration record on file with the Election Commissioner or County Clerk.
