(A) The Mayor and City Council shall appoint a Rest Home Board consisting of three members to be chosen from residents of the city. One of the persons so appointed shall hold office for a term of three years and one for a term of two years and one for a term of one year and until his or her successor is appointed and qualified. No member shall receive compensation for his or her services, but shall be reimbursed for any reasonable expenses necessarily incurred in the performance of duties as a member of said Board. Before entering upon the duties of said office, each member shall qualify by taking and filing in the office of the Municipal Clerk-Treasurer the oath as provided by law.
(B) The Board shall meet in regular session not less than once each calendar month at such time and place as the Board shall determine. The first such meeting shall be held at the office of the Municipal Clerk-Treasurer at a time designated by the Municipal Clerk-Treasurer not later than two weeks after the date of the appointment of the members thereof, at which time the Board shall organize by the election of one member as President and one member as Vice-President and one member as Secretary. Said Board shall organize on the anniversary of said meeting in each year. Two members of said Board shall constitute a quorum. The Board shall act as an advisory body only for the maintenance and operation of the home operated and owned by the Good Samaritan Society.
