§ 150.071 INTERNATIONAL PROPERTY MAINTENANCE CODE.
   (A)   In order to establish standards for the maintenance of property within the city limits of the city, to provide for health, safety and sanitation, the International Property Maintenance Code is hereby incorporated by reference in addition to all amended editions as though printed in full herein insofar as said code does not conflict with the statutes of the State of Nebraska.
   (B)   (1)   In order to provide for administration of the International Property Maintenance Code, and to deal with problem resolution due to deficiencies under the Code, the Mayor and Council of the city hereby establish the problem resolution team.
      (2)   The problem resolution team shall consist of five citizens of the city, and shall not include members of city government or city employees. The team shall meet on a schedule as determined by the members to review problem properties, and to work with the owners to reach a resolution.
   (C)   (1)   In order to ensure compliance with the International Property Maintenance Code, the Mayor and City Council hereby establish administrative fees for noncompliance with the Code.
      (2)   An administrative fee of $300 shall be charged for noncompliance within 60 days after notification by the problem resolution team. An additional fee of $25 shall be charged for each additional week of noncompliance after the 60 days. Fees shall be charged by the City Clerk-Treasurer in the same manner as utilities, and shall be billed to the property owner by the City Clerk-Treasurer.
