It shall be unlawful for the owner, keeper or harborer of any dog to permit or allow such dog to wear any license, metallic tag or other municipal identification than that issued by the Municipal Clerk- Treasurer for dogs, nor shall the owner, keeper or harborer wrongfully and knowingly license an unspayed female dog with a license prescribed for a male or spayed female dog.
