All electrical meters shall be read between the fifteenth and the twentieth of each month during which electrical service is used between the nineteenth day and the first day of the succeeding month. In the event a meter is broken or otherwise fails to register accurately the use of electricity by any consumer, the six-month average of the season one year previous to such breakage shall be used for billing purposes.
