(A) There is hereby created within said city, a sewer district to be known as Sewer District No. 2003-01 consisting of the area included in Watson Addition to the city.
(B) Said sewer shall serve the lots in Watson Addition to the city; the depth, size and installation shall be in accordance with plans, specifications and estimates to be adopted.
(C) The cost of such installation, except street and alley intersections shall be assessed against the property in said district specifically benefitted thereby, in proportion to the benefits.
