Charges for water, sewer, electric and solid waste collection services shall be billed jointly on a monthly basis. Utility bills shall be mailed on the first day of each month, and shall be due and payable by the tenth day of each month. Bills not paid by the twentieth day of each month shall be deemed to be delinquent and shall have a penalty charge of 10% added thereto. Upon being deemed to be delinquent as herein defined, the municipality may discontinue service pursuant to § 50.02. Once discontinued, service shall not be recommenced except upon payment in full of all delinquent and current charges and upon further payment of a reconnection fee in an amount set by Council from time to time. The municipality may also take any action authorized by law to effect collection of the delinquent charges.
