§ 153.27 RELATED FINDINGS.
   In the case of all platting, the Planning Commission and the City Council shall be guided by criteria, including the following, in approving, denying or establishing conditions related thereto:
   (A)   The proposed subdivision does comply with applicable ordinances and the comprehensive guide plan.
   (B)   The design or improvement of the proposed subdivision complies with applicable plans of Dakota County, the State of Minnesota or the Metropolitan Council.
   (C)   The physical characteristics of the site including but not limited to topography, vegetation, susceptibility to erosion and siltation, susceptibility to flooding, water storage and retention, are such that the site is suitable for the type of development or use contemplated.
   (D)   The site physically is suitable for the proposed density of development.
   (E)   The design of the subdivision or the proposed improvements are not likely to cause environmental damage.
   (F)   The design of the subdivision or the type of improvements are not likely to cause health problems.
   (G)   The design of the subdivision or the type of improvements will not conflict with the easements of record or with easements established by judgment of court.
   (H)   The completion of the proposed development of the subdivision can be completed in a timely manner so as not to cause an economic burden upon the city for maintenance, repayment of bonds or similar burden.
   (I)   The subdivision has been properly oriented for possible solar energy system use within the subdivision or as it relates to adjacent property.
   (J)   The design of the subdivision is compatible and consistent with the platting or approved preliminary plat on adjacent lands.
