If the manufactured home park is to be sold with the intent to convert in whole or in part to another use or the owner of the park requests and receives rezoning of the property from the city, the park owner shall, at least nine months prior to conversion to another use or sale to someone with the intent to convert to another use, provide a copy of a closure statement to a resident of each manufactured home and to the City Planning Commission.
