The streets and roadways shall be designed in accordance with a ten-mile per hour speed limit. It shall be unlawful for any type of vehicle to travel in excess of ten miles per hour within the limits of the manufactured home park, except that the City Council may by resolution make findings and designate appropriate speed limits between 10 and 30 miles per hour on some or all streets, whereupon it shall be unlawful for any type of vehicle to travel in excess of the speed limit so designated.
