§ 130.74 NOTICE OF GRAFFITI.
   Based upon information received from the public or upon police observation, the city police shall investigate and identify graffiti. After the police department has verified the existence of graffiti, the police chief shall send a notice to the property owner or legal possessor by certified mail which shall inform the property owner or legal possessor of the following:
   (A)   The existence of the graffiti;
   (B)   The property owner or legal possessor shall remove the graffiti within ten business days of the date of the notice, unless a longer period of time, not to exceed 30 days, is permitted for good cause shown; and
   (C)   The city may remove the graffiti if the property owner or legal possessor fails to do so and the city’s costs therefor will be specially assessed against the property if the charges are unpaid.
