The purpose of this subchapter is to protect and promote the public health, safety and general welfare by restricting activities emitting noise which unreasonably annoys, disturbs, injures or endangers the comfort, repose, health, peace, safety or welfare of any persons or precludes their enjoyment of property or affects their property’s value.
