This chapter applies to any dwelling, and any dwelling unit therein, that is a residential rental property as defined herein, including garages, storage buildings and appurtenances. This chapter does not apply to Minnesota Department of Health-licensed rest homes, convalescent care facilities, group homes and nursing homes; hotels, motels; and owner-occupied units or condominium units. This chapter does not apply to, and registration hereunder does not authorize any dwelling or any portion thereof to be used or allowed to be used as a rental unit for any period less than 30 consecutive days. It is prohibited under the city’s zoning regulations set forth elsewhere in this code to rent a dwelling or any portion thereof for payment of a fee of other compensation to the owner, under a lease or contract, written or verbal, for any period less than 30 consecutive days.
