No organization may conduct a gambling event which would otherwise be allowed, pursuant to the exemptions set forth in M.S. § 349.214, without first submitting an application for exemption to the city. Nothing herein shall be deemed to be an automatic approval of an exemption applied for with the Charitable Gambling Control Board. The city reserves the right to disapprove the activity.
