§ 112.33 REGULATIONS AND LICENSING.
   In addition to the requirements of M.S. §§ 349.11 through 349.22 and rules adopted pursuant thereto, the following regulations must be complied with for licensing:
   (A)   Lawful gambling may be conducted only by a qualified Apple Valley area non-profit organization licensed by the charitable gambling control board;
   (B)   To establish that an organization is qualified, the organization must provide adequate proof that it has at least 15 active members and that at least 15 of the active members live within the city;
   (C)   A qualified organization may conduct gambling activities only on the licensed premises or adjoining rooms of on-sale liquor or 3.2% malt liquor establishments, except that bingo events and raffles may be held anywhere within the city. The City Council may authorize organizations to conduct lawful gambling activities at various locations, for a limited period, in connection with an annual civic celebration;
   (D)   Gambling activities are permitted only during the hours of operation permitted to the licensed on-sale establishment;
   (E)   All information and reports required to be submitted to the Minnesota Charitable Gambling Control Board shall also be submitted to the city, both with the application and on an annual basis; and
   (F)   Upon receipt of a new or renewal gambling license from the state, and before conducting any gambling activities, organization shall provide a copy of the license to the City Clerk.
