(A) The city wishes to maintain eligibility in the National Flood Insurance Program and, in order to do so, must meet the requirements of 44 CFR Parts 59 to 78, as amended from time to time.
(B) The city wishes to minimize potential losses due to periodic flooding, including loss of life, loss of property, health and safety hazards, disruption of commerce and governmental service, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety, and general welfare.
(C) The Legislature of the State of Minnesota has, in M.S. Chapter 103F and M.S. Chapter 462, delegated the responsibility to local government units to adopt regulations designed to minimize flood losses.
(D) The City Council, in order to determine which developments would increase the flood hazard or be damaged by flooding, adopts the following floodplain management regulations within the jurisdictional limits of the city.
