§ A28-4 PERMITTED ACCESSORY USES.
   (A)   Zone 1. Within this zone, the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Accessory dwelling unit with cooking facilities, sanitary facilities and an independent means of access, attached to the single family dwelling unit/garage (attached or detached) subject to the following:
         (a)   No more than one occupant per unit shall be allowed. The number of occupants may be increased by one if the property owner can display to the city that one extra off-street surface parking space exists on the lot in addition to the necessary parking spaces to serve the primary structure.
         (b)   No accessory dwelling unit shall exceed 900 square feet.
         (c)   The exterior finish of the accessory dwelling unit shall be of the same materials of the primary structure.
      (2)   Buildings temporarily located for the purposes of construction on the premises for a period not to exceed the time necessary to complete said construction.
      (3)   Temporary sales office.
      (4)   Public telephone booths and other essential public service facilities provided all yard requirements are met.
      (5)   Detached garages that shall have the same exterior finish as the primary structure.
   (B)   Zone 2. Within this zone, no structure or land shall be used except for the one or more of the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Buildings temporarily located for the purposes of construction of the premises for a period not to exceed the time necessary to complete said construction.
      (2)   Temporary sales office.
      (3)   Public telephone booths and other essential public service facilities provided all requirements are met.
      (4)   Detached garages/accessory buildings that shall have the same exterior finish as the primary structure.
   (C)   Zone 2A. Within this zone, no structure or land shall be used except for one or more of the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Buildings temporarily located for the purposes of construction on the premises for a period not to exceed the time necessary to complete said construction.
      (2)   Temporary sales office.
      (3)   Essential public service facilities provided all requirements are met.
      (4)   Detached garages/accessory buildings that shall have the same exterior finish as the primary structure.
   (D)   Zone 3. Within this zone, no structure or land shall be used except for the one or more of the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Buildings temporarily located for the purposes of construction of the premises for a period of time not to exceed the time necessary to complete said construction.
      (2)   Temporary sales office.
      (3)   Public telephone booths and other essential public service facilities provided all requirements are met.
   (E)   Zone 4. (Reserved)
   (F)   Zone 5. Within this zone, the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Buildings, construction and sales trailers, trash dumpsters, or portable storage units temporarily located on the subject lot only for the purposes of construction on the premises for a period of time not to exceed time necessary for such construction, or for the leasing of multi-family dwellings in a new development. Trash dumpsters shall be removed from the subject lot when full.
      (2)   Private recreational buildings, facilities, community centers and swimming pools, when accessory to the multiple-dwelling use, for use by the occupants of the premises.
      (3)   Off-street parking as regulated in the zoning chapter.
      (4)   Refuse storage as regulated in the zoning chapter.
      (5)   Decorative landscape features.
      (6)   Detached garages.
      (7)   Maintenance buildings.
      (8)   Private on-site parking at a minimum rate of 1.1 surface spaces and one garage space per dwelling unit.
      (9)   Essential public service facilities provided all requirements are met.
      (10)   Garage sales not to exceed three per calendar year.
   (G)   Zone 6. Within this zone, no structure or land shall be used except for one or more of the following uses or use deemed similar by the City Council.
      (1)   Outdoor sales accessory to primary business, when conducted as an organized sidewalk sale or seasonal sale such as a temporary garden center.
      (2)   Buildings temporarily located for purposes of construction on the premises for a period not to exceed the time necessary for construction.
      (3)   Delivery bays, provided the bays are screened and oriented as required by the City Council.
      (4)   Off-street parking, refuse storage and loading space as regulated in the zoning chapter.
      (5)   Public telephone booths and other essential public service facilities, provided all yard requirements are met.
      (6)   Outdoor dining areas in conjunction with a freestanding restaurant pursuant to § 155.383.
      (7)   Drive-up teller service and outdoor ATM in conjunction with a freestanding bank or savings and loan.
   (H)   Zone 7. Within this zone, the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Buildings temporarily located for the purposes of construction on the premises for a period not to exceed the time necessary to complete said construction.
      (2)   Public telephone booths and other essential public service facilities provided all yard requirements are met.
   (I)   Zone 8. There are no permitted accessory uses provided.
   (J)   Zone 9. Within this zone, no structure or land shall be used except for one or more of the following uses or uses deemed similar by the City Council as shall be permitted accessory uses:
      (1)   Buildings temporarily located for the purposes of construction of the premises for a period not to exceed the time necessary to complete said construction.
      (2)   Temporary sales office.
      (3)   Public telephone booths and other essential public service facilities provided all requirements are met.
