§ 97.01 APPLICATION AND SCOPE.
   This chapter shall apply exclusively to excavations and obstructions within public rights-of-way by any person who owns or controls, or intends to own or control, any utility service facility therein. All other excavations or obstructions are regulated elsewhere in this code.
