§ 52.01 AUTHORITY AND PURPOSE.
   Pursuant to M.S. §§ 444.16 through 444.21, the city is authorized to establish, by ordinance, storm sewer improvement taxing districts within which the city may acquire, construct, reconstruct, extend, maintain, and otherwise improve storm sewer systems and related facilities and on which the city may levy a tax on all taxable property therein to finance the cost of such improvements, including maintenance and the payment of principal and interest on obligations issued in making such improvements. Such improvements may include, but are not limited to, pipes, catch basins, holding ponds, aeration equipment, infiltration beds, retaining walls, chemical treatment, vegetative materials, and other devices, programs, or maintenance to regulate and control the volume, rate, and quality of storm water runoff.
