Prior to issuance of an initial license or renewal license, a police officer, building inspector or a city designee must inspect the premises for compliance with this section and applicable building and health codes. Any police officer, building inspector or any properly designated officer or employee of the city shall have the unqualified right to enter, inspect and search the premises of any licensee hereunder at any time without a warrant.
