§ A24-4 PERMITTED ACCESSORY USES.
   (A)   Zones 1 and 2. Within these zones, the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Buildings temporarily located for the purposes of construction on the premises for a period not to exceed the time necessary to complete the construction;
      (2)   Delivery bays provided the bays are screened and oriented as required by the City Council;
      (3)   Off-street parking, refuse storage and loading space as regulated in the zoning chapter;
      (4)   Public telephone booths and other essential public service facilities provided all yard requirements are met;
      (5)   On-sale liquor in conjunction with a Class I restaurant facility;
      (6)   Outdoor sidewalk cafes in conjunction with a freestanding restaurant facility. The use shall be reviewed by the Planning Commission and City Council pursuant to § 155.402 and shall provide adequate visual screening and physical barriers if intoxicating or non-intoxicating alcoholic beverages are to be served;
      (7)   Outdoor display, sales or storage in conjunction with a permitted use. Outdoor area to be screened and maintained in a manner to be approved by the City Council;
      (8)   Drive-up teller service and outdoor ATM in conjunction with a bank or savings and loan;
      (9)   Drive-up window in conjunction with a drug store/pharmacy retail operation (Zone 2 only);
      (10)   Drive-up window in conjunction with a bakery operation (Zone 2 only) subject to the following:
         (a)   No more than one bakery with a drive-up window shall be allowed.
         (b)   Drive-up window signage shall be subject to § 154.04(J); and
      (11)   Drive-up window in conjunction with the operation of a Class III restaurant Zone 2 only), subject to the following:
         (a)   Drive-up window signage shall be subject to § 154.04(J).
         (b)   The exterior operation of the drive- up service shall accommodate stacking of no less than 13 vehicles on the subject property from the point of the product order location without interference with other internal vehicle or pedestrian traffic. Stacking of seven vehicles from the order location shall not interfere or block parking stalls.
         (c)   A site plan detailing the exterior layout and traffic circulation on the site for the drive- through operation shall be submitted to and approved by the City Engineer or his/her designee.
         (d)   A directional sign plan shall be submitted to and approved by the Community Development Director, or their designee.
         (e)   Site plan and building permit authorization shall be obtained in accordance with the provisions set forth in this chapter for any structural change made to the building resulting in an increase of the building footprint size and the addition is for or in connection with the drive-up window operation.
   (B)   Zone 3. Within this zone, the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
      (1)   Buildings temporarily located for the purposes of construction on the premises for a period not to exceed the time necessary to complete the construction;
      (2)   Delivery bays provided the bays are screened and oriented as required by the City Council;
      (3)   Off-street parking, refuse storage and loading space as regulated in the zoning chapter;
      (4)   Public telephone booths and other essential public service facilities provided all yard requirements are met; and
      (5)   Outdoor display sales or storage of materials or vehicles in conjunction with a permitted use. Outdoor storage areas shall not be permitted along the particular side of the building which faces an abutting a residential or multiple-residential zone and shall be screened and maintained in a manner to be approved by the City Council.
