Zone 1. Within this zone, the following uses or uses deemed similar by the City Council shall be permitted accessory uses:
(A) Buildings temporarily located for purposes of construction on the premises for a period not to exceed the time necessary to complete construction;
(B) Essential security and safety facilities as approved by the City Council;
(C) Off-street parking, refuse storage, loading bays and space and storage garage or building as regulated in the zoning chapter; and
(D) Public telephone booths and other essential public service facilities provided all yard requirements are met.
