It shall be the intent of the provisions of this subchapter to achieve the following objectives:
(A) To preserve the natural beauty of Keller Lake and Lac Lavon;
(B) To promote the peaceful enjoyment of Keller Lake and Lac Lavon and protect the public health, safety and general welfare of those who utilize its facilities;
(C) To provide for the compatibility of various uses of the lakes and surrounding park area; and
(D) To limit the congestion, pollution and noise created by certain motorized vehicles by setting standards for and limiting the use thereof.
