No person other than a city agent, employee or police officer acting in his or her official capacity shall be in any park during the hours the park is closed. Parks shall be opened at 5:00 a.m. and closed at 10:00 p.m., except:
(A) The use of city-owned and operated lighted tennis courts and lighted athletic fields shall be permitted until 11:30 p.m.; and
(B) Events or activities authorized by the city shall be permitted until 12:00 a.m. midnight.
