Commissions or boards existing upon adoption of this subchapter shall all have staggered terms for appointees. Beginning with the next appointment of members for any commission or board without staggered terms, three of the new appointees shall be appointed for three-year terms, two for two-year terms and two for a one-year term. Thereafter, each appointment to a commission or board shall be for a three-year term as set forth hereinabove.
