The purpose of this chapter which is enacted pursuant to M.S.§ 471.62, is to secure the orderly and suitable use and enjoyment of public parks, city recreation areas and facilities, city-wide trail systems, wildlife sanctuaries, forests, historical sites and public access to lakes, rivers and streams, in parks established by the city, and to further the safety, health, comfort and welfare of all persons in the use thereof.
