§ 94.17 PUBLIC NUISANCES AFFECTING PEACE AND SAFETY.
   The following are declared to be public nuisances affecting public peace and safety:
   (A)   All snow and ice not removed from public sidewalks within 48 hours after the snow or other precipitation causing the condition has ceased to fall as required in this code;
   (B)   All trees, hedges, billboards or other obstructions which prevent people from having a clear view of all traffic approaching an intersection;
   (C)   All wires and limbs of trees which are so close to the surface of a sidewalk or street as to constitute a danger to pedestrians or vehicles;
   (D)   All unnecessary noises and annoying vibrations;
   (E)   All obscene pictures, books, pamphlets, magazines and newspapers;
   (F)   Obstructions and excavations affecting the ordinary public use of streets, alleys, sidewalks or public grounds except under conditions as are permitted by this code or other applicable law;
   (G)   Radio aerials or television antennae erected or maintained in a dangerous manner;
   (H)   Any use of property abutting on a public street or sidewalk or any use of a public street or sidewalk which causes large crowds of people to gather, obstructing traffic and the free use of the street or sidewalk, unless otherwise in accordance with an event authorized by permit issued by the city or other regulations of this code;
   (I)   All hanging signs, awnings and other similar structures over streets and sidewalks, or so situated so as to endanger public safety, or not constructed and maintained as provided by ordinance;
   (J)   The allowing of rain water, ice or snow to fall from any building or structure upon any street or sidewalk or to flow across any sidewalk;
   (K)   Any barbed wire fence less than six feet above the ground and within three feet of a public sidewalk or way;
   (L)   All dangerous, unguarded machinery in any public place, or so situated or operated on private property as to attract the public;
   (M)   Waste water cast upon or permitted to flow upon streets or other public properties;
   (N)   Outdoor storage of discarded or unused machinery, household appliances or furniture, automobile bodies or other material in a manner conducive to creating fire, health or safety hazards from accumulation;
   (O)   Any well, hole or similar excavation which is left uncovered or in other condition as to constitute a hazard to any person coming on the premises where it is located;
   (P)   Obstruction to the free flow of water of a lake, canal, basin, pond or other waterway or a public street drain, gutter or ditch except as authorized by this code or other law;
   (Q)   The placing, throwing or depositing on any street, sidewalk or other public property, any dirt, rubbish or other material;
   (R)   The depositing of garbage or refuse on a public right-of-way or on adjacent private property;
   (S)   Annoying, injuring or endangering the safety, comfort or repose of the public;
   (T)   Looking, gazing, staring or peeping in the window of a house or place of dwelling of another with intent to intrude upon or interfere with the privacy of a member of the household thereof; or
   (U)   Willfully or intentionally urinating or defecating by any person in any public place, or in any place where there is reason to believe others may be exposed to that conduct, other than in a permanent or portable designed lavatory, bathroom, washroom, restroom or similar place which is equipped with a urinal or toilet.
