§ 91.03 ENFORCING OFFICERS; INTERFERENCE PROHIBITED.
   (A)   Enforcement officers; powers. Any sworn police officer or community service officer shall have full authority to enforce the provisions of this chapter, and shall have the specific authority to issue a citation in lieu of arrest or continued detention in the event of a violation of this chapter.

   (B)   Interference with officials prohibited. It shall be a violation of this chapter for any unauthorized person to break open the pound or to attempt to do so, or to take or let out any dogs or other animals therefrom, or to take or attempt to take from any officer any dog or other animal taken up by the officer in compliance with this chapter, or in any manner to interfere with or hinder the officer in the discharge of his or her duties under this chapter.
