(A) The City Council may, by motion or resolution, designate one or more official towing contractors of the city, to serve at the pleasure of the City Council on the terms and conditions as it may desire. The city's towing contractors shall implement and comply with all storage, sale or disposal regulations set forth herein, and with any policy duly adopted by the city.

(B) A towing contractor shall not solicit, directly or indirectly, the impounding or towing of vehicles under this chapter.
