Zones 1 and 2. Within these zones, no structure or land shall be used except for one or more of the following uses or uses deemed similar by the City Council:
(A) Ancillary uses and services necessary for the function of a zoological garden;
(B) Buildings temporarily located for the purpose of construction on the premises for a period not to exceed the time necessary to complete such construction;
(C) Off-street parking, refuse storage and loading space as regulated in the zoning ordinance; and
(D) Public telephone booths and other essential public service facilities provided all yard requirements are met.
