(A) Zone 1. Within this zone, no structure or land shall be used, except for one or more of the following uses or uses deemed similar by the City Council:
(1) First aid medical services;
(2) Food services;
(3) Internal zoo ride systems;
(4) Orientation theaters;
(5) Rentals of strollers, wheelchairs and other visitor service items;
(6) Retail gift shops;
(7) Youth residence center; and
(8) Zoological garden.
(B) Zone 2. Within this zone, no structure or land shall be used, except for one or more of the following uses or uses deemed similar by the City Council:
(1) First aid medical services;
(2) Food services;
(3) Internal zoo ride systems;
(4) Orientation theaters;
(5) Rentals of strollers, wheelchairs, and other visitor service items;
(6) Retail gift shops;
(7) Youth residence center;
(8) Zoological Garden;
(9) Educational facilities;
(10) Wireless communication towers as regulated in this chapter. The tower shall meet the requirements set forth for P (institutional) zoning districts, except that the tower shall be set back a minimum of one-and-one-half times the fall zone from right-of-way lines, and two times the fall zone from any structure or parking lot on neighboring property.
(11) Wind energy conversion systems that have an operating capacity of not more than 20 kW, and meet all of the following requirements:
(a) The tower for the wind energy conversion system shall meet all requirements set forth for wireless communication towers in P (institutional) zoning districts provided in this chapter, except that the tower shall be set back a minimum of one-and-one-half times the fall zone from right-of-way lines, and two times the fall zone from any structure or parking lot on neighboring property;
(b) All systems shall have an automatic speed control device as part of the design;
(c) All systems shall comply with the Minnesota Pollution Control Agency (MPCA) Section (NPC 1 and NPC 2), as amended;
(d) All systems shall comply with applicable Federal Aviation Administration (FAA) regulations;
(e) Any wind energy conversion system utilizing a propeller shall have neither a blade rotation diameter of greater than 35 feet, nor a blade arc less than 30 feet above the ground; and
(f) No signs, other than for public safety warnings or equipment information, shall be affixed to any portion of the system.
