The purpose of this chapter is to provide reasonable regulations for the use of snowmobiles and all-terrain motor vehicles on public and private property in the city. It is intended to protect life, property and to prevent public nuisances. If any provision in this chapter contradicts the regulations set forth in M.S. Chapters 168 (motor vehicle registration), 169 (motor vehicle operation), 171 (driver license regulations) or 84 (snowmobile and all- terrain vehicle regulations), the state regulations shall control.
