For the purpose of this title, the following definition shall apply unless the context clearly indicates or requires a different meaning.
OWNER. The person who holds legal title or is the registered owner or lessee of the motor vehicle on the date of any alleged violation, as evidenced by the official records of the state or any agency thereof, or who has purchased, but has not registered the vehicle.
