In addition to all provisions of this subchapter, all federal, state and local statutes, rules and regulations governing the discharge or disposal of sewage or the construction, repair or replacement of individual sewage treatment system shall apply with which all persons shall comply within the city. Any conflict between the provisions of this subchapter and any other state or local statute, regulation or ordinance, shall be resolved in favor of the more restrictive provision.
