The City Council finds that the location, design, installation, use or maintenance of subsurface sewage treatment systems (SSTS) may adversely affect the health, safety and welfare of the Apple Valley residents and the general public by the potential discharge of inadequately treated sewage into ground waters, ground surfaces or surface waters. In the interest of protecting the health, safety and welfare of the public, the city has established the regulations herein.
