(A) Services and facilities.
(1) The cable television systems described herein shall have a minimum channel capacity of 50 channels available for immediate or potential use for the totality of cable services offered.
(2) The grantee’s system shall maintain, as part of basic service, at least one specially designated public access channel available on a first-come non-discriminatory basis.
(3) A grantee shall have available equipment for local production and presentation of cablecast programs other than automated services and shall permit its use for the production and presentation of public access programs upon an advance payment of a service charge equal to the grantee’s costs.
(4) A grantee shall incorporate into its cable television system the capacity which will permit the village, in times of emergency to override, by remote control, the audio and video of all channels simultaneously. This override capacity may be shared with a number of communities served by the grantee. The grantee shall cooperate with the village in the use and operation if the emergency alert override system.
(5) A grantee shall provide free basic cable service drops as specified in the franchise agreement.
(B) Program alteration. All programs of broadcasting stations carried by any grantee shall be carried in their entirety as may be required by the FCC. The advertising portion may be altered in order to insert advertising of local interest.
