No person, firm, or corporation from and after the date of this section shall establish, maintain, operate, or re-open or otherwise engage in, the operation of a lumberyard, sawmill, mill, foundry, or any other manufacturing business using heavy machinery within the limits of the village, without first having obtained the written consent of all the owners of property situated within a radius of 600 feet from the premises upon which such lumber yard, sawmill, mill, foundry, junk yard, or any other manufacturing business using heavy machinery is to be located.
