§ 92.23 LIVESTOCK AND FOWL.
   (A)   No person who is the owner or has charge of horses, mules, ponies, cattle, sheep, goats, swine, dogs, ducks, or geese shall permit them to run at large in the streets, alleys, or upon unenclosed land within the limits of the corporation of the village. The running at large of any such animal in or upon any of the places mentioned in this section is prima facie evidence that it is running at large in violation of this section.
   (B)   Any person finding an animal at large in violation of this section shall notify the Marshal or a police officer of the village, who may take and confine such animal forthwith, giving notice thereof to the owner, if known, and if not known, by posting notices describing such animal in at least three public places within the village. If the owner does not appear and claim the animal and pay for all charges of advertising and keeping it within ten days from the date of such notice, such officer shall have a lien therefor, and the animal may be sold at public auction, after giving the owner ten days’ notice of the time and place of the sale in a newspaper of general circulation in the county where the food was furnished or the care bestowed, and the residue of the proceeds of the sale shall be made and deposited by the Village Fiscal Officer in the General Fund of said village.
