The owner, harborer, keeper, or person in charge of any dog shall be liable for any damage or injury caused to any other person, unless such damage or injury was to the property or body of a person who at the time of such damage or injury was committing a trespass on the property of the owner, or was teasing, tormenting, or abusing such dog on the owner’s property.
