(A) No person, being the owner, harborer, keeper, or person in charge of any dog, within the limits of the village shall fail to secure the license for such dog required by the laws of the state.
(B) The absence of a license tag on any dog shall be prima facie evidence that the owner has failed to secure a license for such dog.
