The owner or harborer of any animal in the village shall ensure that said animal is at all times under the physical control of the owner or other responsible person. No animal shall, by permission or by negligence, leave the premises of its owner, keeper, or harborer without being under the physical control of a leash, cord, chain, or other means of physical restraint, or else said animal shall be considered a nuisance.
