§ 92.03 OWNER RESPONSIBILITY.
   (A)   No owner, keeper or harborer of an animal shall permit or allow any animal to roam at large off their property. The owner, keeper or harborer of any animal in the village shall ensure that said animal, when off property, is at all times under the physical control of the owner or other responsible person. No animal shall, by permission or by negligence, leave the premises of its owner, keeper or harborer without being under the physical control of a leash, cord, chain, cage, or other means of physical restraint, else said animal shall be considered a nuisance.
   (B)   No person being the owner, keeper or harborer of any animal, save and excepting horses used for transportation, shall allow or permit such animal to commit a nuisance on any school grounds, park or other public property, or upon any private property other than that of the owner, keeper or harborer of such animal, without the permission of the owner of such property. Where the owner, keeper or harborer of such animal immediately removes all feces deposited by such animal and disposes of same in a sanitary manner, such nuisance shall be considered abated. Horses used in transportation which defecate upon public roadways or other public properties shall not constitute a nuisance as defined herein.
