For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
ANIMAL. Any vertebrate mammal, (including but not limited to dogs, cats, horses, swine, skunks, raccoons and fowl), or reptile. Neither this definition nor subchapter shall apply to seeing eye dogs, when such dogs are assisting a vision-impaired person, or equine (horses) used for transportation purposes.
KEEPER or HARBORER. Any person allowing any animal to habitually remain upon and be lodged or fed within said person's house or upon said person's property.
