From time to time the Village Park Committee shall establish rules and regulations concerning the use, rental, and reservation for use of Village Park facilities. The Village Park Committee may waive the payment of rental for use of park facilities when it appears to be in the best interests of the village community to do so, provided however, that the rentals established by this chapter shall not be changed or modified other than by ordinance of the Village Council.
