(A) The security deposit is credited to the utility account after one year of time and no penalties have occurred during this time.
(B) The Village Fiscal Officer has the power to credit utility accounts up to 20%.
(C) The current date utilities are due is the twenty-fifth of each month to be changed as follows the new effective date as of November 1, will be the fifteenth of each month and the penalties occurring after that date.
