(A) Rates. The sewer rental charge shall be based upon the meter readings of the amount of water consumed by property owners, persons, firms, or corporations whose premises are served or may be served by a connection to the sewer system in said village as follows.
(1) Rates for service within the village limits. Rate increases shall become effective July 1 of each calendar year.
(a) Minimum gallons: first 3,000 gallons.
(b) Base rate: $26.91.
(c) Added incremental fee per 1,000 gallons used: $9.84.
(2) Rates for service beyond the village limits. Rate increases shall become effective July 1 of each calendar year.
(a) Minimum gallons: first 3,000 gallons.
(b) Base rate: $31.31.
(c) Added incremental fee per 1,000 gallons used: $10.83.
(3) Future adjustment of rates. Effective January 1, 2017, the aforementioned base rates and incremental fees for services within and beyond the village limits shall increase by 3%, and thereafter said rates and fees shall increase by a like amount on every successive year after passage of this section.
(B) Billing. Bills for the rates and charges as herein established shall be sent monthly and be payable to the Board of Public Affairs on or before the twenty-fifth day of the following month. If any charge for the services of the system shall not be paid by the twenty-fifth day of the month in which it shall become due and payable, a delayed payment charge of 20% of the amount of the bill shall be added thereto and collected therewith.
(C) Application for service.
(1) New services applications for new sanitary sewer service within the village limits shall be filed with the Clerk of the municipal water system upon a form to be supplied by the village. The application shall state the name of the applicant, the owner, the premises to be served, and shall be completed in its entirety.
(2) All new services are to be inspected by the Water and Sewer Department Superintendent.
(D) Tap-on fee.
(1) Each applicant for new service within the village limits shall pay a minimum sewer tap-on fee of $2,500, due upon approval of the application, unless otherwise provided by ordinance.
(2) Each applicant for new service beyond the village limits shall pay a minimum sewer tap-on fee of $3,500, due upon approval of the application, unless otherwise provided by ordinance.
(3) If the actual cost to the village of completing the sanitary sewer tap exceeds the minimum sewer tap-on fee, the applicant shall pay an additional sewer tap-on fee equal to the amount by which the actual cost to the village exceeded the minimum sewer tap-on fee.
(4) All fees shall be paid before sanitary sewer service is provided.
