Any duly authorized employee or agent of the village bearing proper credentials and identification shall be permitted at any time to enter upon all properties within the corporate limits of the village or outside a village that has contracted for wastewater treatment service for the purpose of inspecting, observing, measuring, sampling, and testing, as may be required in pursuance of the implementation and enforcement of the terms and provisions of this chapter.
