§ 52.05 EMERGENCY CLAUSE.

This chapter is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, and safety of the village for the reason that the regulation of the use of public sewers at the earliest possible time is necessary in order to protect the health of the inhabitants of the village by providing adequate disposition of wastewater.
